Previosly he helped to wrtite Reforming East Indies Plan in terms of removing Cultuurstelsel and establishing basic taxation system in agriculture. In last 4 years he became new Minister of Foreign Affairs for colony as administration in Amsterdam noticed his polical experience and loyalty to Netherlands.
