Sir Dörbeck is a young, powerful beaurocrat and senator in the Baltic Governates who espouses a very unique political and economic theory.
His ideas revolve around the concept of social ownership, in which the most devout stock of Baltic Germans share in the wealth of each harvest and each are given a vote to select the strongest among them to lead the community.
As of 1836, he has many supporters in the senate, and could potentially garner enough to go over the Governor-General's head to pass his vision through to law if he can convince the Tsar.
