Qishan Borjigin

The current viceroy of Zhili, thus the governor of the immediate imperial provinces, he was part of the Banners and has risen to prominence due to his good results as commander and bureaucrat both. He is called to the Grand Council from time to time to advise the Emperor, such is his importance.

He was the one to negotiate the Treaty of Canton as plenipotentiary of the Emperor through the new office of Imperial Commissioner.
