Qiying Aisin Gioro

Part of the princes of blood, he's a statesman of great repute, pragmatic if sometimes reckless in his manners, giving more consideration to the survival of the Aisin-Gioro than anything else. He is the Minister of Revenue, in charge of tax collection throughout the Empire since 1834. Due to this blood ties and position, he's also in the Grand Council.
