Karl Friedrich Tscharner was born in 1772 in Lausanne into the wealthy Bernese patrician Tscharner family. His father was a Bernese Landvogt, placing Tscharner firmly within the old governing elite of Bern.
In 1836, Bern being the Vorort; the canton temporarily serving as the federal centre and Tscharner, as Bern's Schultheiss, became President of the Tagsatzung (Federal Diet). Instead, Switzerland was a confederation of cantons governed collectively through the Tagsatzung.
Often criticised by more hardline nationalists, as well as both the Liberal Party and the Social Democrats for being overly submissive toward foreign governments, particularly when France, Austria and other powers pressured Switzerland over political refugees.
Karl serves as the head of the Regeneration; a loosely tied together Liberal movement, responsible for the push for greater industrialisation and Laissez-faire policies. Currently, however, due to the decentralised government under the Federal Pact of 1815, movements hold little political power.
