A former governor of Coahija y Tejas, and the general who served as Santa Anna's right hand during the Slaver's Rebellion of 1830.
Gained early "fame" for offering leniency and clemency in contrast to Santa Anna's merciless attitude at the time. In succeeding years gained the respect of both the Texans who stayed behind and the Indian tribes neighboring, as a fair and honorable man.
A devout Catholic, he coordinated closely with the bishop Jeronimo Diaz on the resumption of missionary work on the frontier. They developed a deep friendship in that time, and when Father Diaz retired form political life he personally vouched for de Cos to be his successor as Minister of Foreign Affairs.
The rest of the de Cos clan has benefited from Manuel's pristine reputation and rapid rise, and multiple of his relatives now hold prominent positions in both the government and the clergy.
