An indulging yet surprisingly competent minister, Nariharu Tokugawa has rarely had much positive attention in the presses. Rather he is viewed as a core symbol of the decadence of the Tokugawa Dynasty. Even with this in mind, his work has seen Japan grow into a modern nation, one that has a strong ability to project it's power abroad.
It remains to be seen whether he can remain in his position, or whether, as emperor Mejii desires, he will fall alongside the rest of the Tokugawa Dynasty.
