Following the dismissal of Qutlugh Khān from the Council of 'Ulema, jurist and theologian 'Aqim al-Bukhārī was elected head of the Council and appointed Grand Muftī of the Emīrate. Grand Muftī al-Bukhārī has proposed a radical shift in the Emīrate's economic and social structure, undermining the traditional power of the Uzbek tribal chiefs. Though inspired by European Enlightenment ideas, al-Bukhārī believes Islām itself is the source of economic progress and believes strong government leadership is textually ordained.
