The Sultan announces the first-ever elections to be held in the Ottoman Empire, and the declaration of a National Constitution. He has willingly given up his authority over almost all of the functions of the state to the Newly-Elected Chancellor Cevdet Ankuap, now appointed as Grand Vizier.

'Aqim al-Bukhārī, Grand Muftī of Bukhārā, has resigned from his post in the Emīr's court and the Council of 'Ulema. The Grand Muftī, known throughout the realm for his radical push for "modernization," spearheaded reforms to education, labour organization, and economic regulation. His successor, 'Abd al-Karīm Kokand, is an erudite scholar but also a notorious critic of reform. Under his direction, the Council of 'Ulema is sure to adopt a reactionary position, undoing the work of al-Bukhārī.
