Amidst rising instability in the Old Country, Brazil attempted a mass migration campaign that fizzled as fast as the flyers were printed. In the wake of indifference toward the New World, Dom Pedro 'The Magnificent', Emperor of Brazil, decides to look inward for economic stability. He delivers a speech to his assembly, outlining his foreign-policy goals for the next decade

"Brazil beckoned towards the old world of Europe for hands to fill her fields. But the call was not answered. We will not wait to give charity to a continent that cannot govern itself. Very well! What Brazil requires I will find where Brazil already is, here in America, among neighbors too weak to stand alone. We do not call for conquest, we call for the outsourcing of defense, to the Empire, to Brazil"

"To this end, by the authority vested in me, as Constitutional Emperor and Perpetual Defender of Brazil, I proclaim to you the following:

Article I: On Uruguay and Paraguay.  La Paz continues its colonization of Peru, and now expands eastward, into Paraguay. Argentine-Brazilian relations, remain weak and shrouded in doubt. What will Uruguay and Paraguay do when their neighbors come knocking? These two republics require a guardian.  We would move before our rivals do, for the good of our fellow men and our national sovereignty, their future must be aligned to our own, as protectorates of the crown.

Article II: The Peruvian-Ecuadorian Buffer state. Equally as defenseless, but arguably important to keep autonomous and independent. Brazil hereby announces guarantees of independence to both nations, and to join them as one people under one government. Let it act as a bulwark, preventing clashes between Bolivia and Texas."

Already the gallery is buzzing with conversation. Journalists, students, and peasantry alike clamor for Brazil's newfound ambition, Hegemon of the American south.

"Our debts are paid and our land is now firmly integrated. We see no reason to hold on to promises of recognition. Brazil withdraws all recognition of La Paz as sole arbiter of Peru, we are free to support the government in Lima should we desire to."

"Brazil will lead the discussions in Lima and Quito. An integration of this scale will take time. Perhaps not within this decade or next, but within my lifetime, I can assure you. Any who would stand against our interests will face Brazilian steel."

Article III: On the Amazon. Brazil looks to Amazonian lands with the same fervor as the Bolivians look to Brazilian gold and financial backing. We intend to continue pursuing acquisition of Amazonian land. As is the interests of Brazilian workers, national defense, and industry. As such, Guaviare, Pastaza, and Santa Cruz remain firm Brazilian territorial claims, but only if the states currently holding these stand against Brazil and her allies.

Article IV.  On Argentina and Chile. Nothing changes in our relationship with Santiago and Buenos Aires. Chile's independence is guaranteed. Argentina's relationship with Brazil is, largely, non-existent.

Article V.  On North America. Brazil, at present, holds no conflicts with nations north of Panama. We are, at present, hosting American embassies for further integration in their cultural community, and are preparing for increased cooperation with Washington should they need it. We thank the government in Mexico for their attempts to join arms in our immigration campaign, and dismay at Brazil's lack of success in the matter.

Let these articles act as the first steps to a permanent peace in our young but growing continent."
