Today, the Khalsa Raj has formally repudiated the creation of a Pashtun entity under the name and banner of Kabul, claiming that Persia's leniency of their former common enemy is a critical mistake that will only lead to the potential of a new Durrani Empire to emerge.

As a first reprisal and warning, the current authorities within the Khalsa Raj, authorized by Rajah Kapur Nalwa and Foreign Minister Kapur Bhangi, has publically leaked a strongly-worded letter signed by Rajah Ranjit Singh- the previous administration- sent to Persia in which the Siks stated that: 

"We don't consider the Pashtuns to be as enlightened as a Persianate society, nor prepared or able to be Persianized, as evidenced by the last century of history. Implying that they are Persian or could become Persian seems like an insult to your own people. I don't consider the nasty language of Pashto to be Persian-like, and neither should you.

It seems you're basing your claim on Pashtun lands based on historical reasons, well, allow me to give me our people's historical reasons to the Pashtun's lands, especially Kabulistan: They are a bunch of irredentist rebels that your predecesors failed to keep under check and didn’t deal with the threat properly until it spiraled and got out of control, out of Persian control. As a consequence of that failure, our people suffered persecution and several massacres (Ghallughara), culminating in a final atrocity known as Vadda Ghallughara, in which our people were genocided under your people's aparent inaction.

Where were the Persians then, to defeat the Durrani Empire and the Pashtuns, and save us in our hour of greatest need? Did Karim Khan Zand save us or was he too occupied consolidating power after usurping power from the Safavids and establishing a new dynasty in (Zand) Iran?

Did Nader Shah -founder of the Afsharid dynasty- who was directly responsible for the Durrani empire, due to the anarchy and chaotic mess he left in the region after Nader Shah's invasion of India. It was precisely the plundering of the Mughal Empire's border territories in India and the reckless abandonment of those lands in exchange for gold and treasure which led to the first Ghallughara (Chhota Ghallughara) committed by the Mughals because they blame us for their defeat. Nader Shah's actions led to a de-estabilized region, a void of power and created the conditions for the appearance of the Durrani Empire in the first place, that's why we can't believe in your abilities to control the Pasthun lands or keep the Pashtuns in check. 

You claim that "Hazaristan, Kabul, and Kandahar are rightfully claimed by our throne through right of reclamation of rebel territories of our Empire.", but when did the Persians control Kabul? The Safavid didn't, The Zand didn't. Oh, yes. It was only during a brief period of military occupation -of less than a year- during Nader Shah's invasion of India. That doesn’t seem like a valid claim, especially considering the Ghallugharas.

We are grateful for your acceptance of our claim on Pashtunistan and Quetta, and we have already agreed that Hazaristan is rightful Persian land, and I could see the validity of your historical claims in Kandahar, but not in Kabul, which must be put under Khalsa Raj control due to historical precedent. Therefore, Kabulistan will be under Khalsa Raj control."

The Khalsa Raj authorities have also alluded that the creation of a Pasthun entity named Emirate of Kabul is a massive breach to the previous territorial partition (between Khalsa Raj and Persia) of the Emirate of Kabul and the Emirate of Kandahar, as it was previously agreed upon, especially the next part: 

"(The Sikhs) are grateful for your acceptance of our claim on Pashtunistan and Quetta, and we have already agreed that Hazaristan is rightful Persian land, and the Sikhs could contemplate the validity of your historical claims in Kandahar, but not in Kabul, which must be put under Khalsa Raj control due to historical precedent. Therefore, Kabulistan will be under Khalsa Raj control.

About Kandahar, we are willing to recognize your claim and ownership on Kandahar ONLY if all the next conditions are fulfilled:

1- A comprehensive formal agreement has been reached, writen and signed in which all the other Khalsa Raj/ Sikh claims are agreed upon and ratified.

2- Persia drops any claim on Kabulistan.

3- Kandahar, and any other provinces in which the Pashtuns are or will be the majority demographic, will be under constant and permanent violent suppression to prevent any future rebellion from happening (Have the Violent Suppression edict permanently applied in the province of Kandahar and Pashtun majority provinces) 

4- There won't be Pashtun soldiers in the Persian Army, all military buildings (Barracks, Army Logistic Center, and so on) in Kandahar are to be permanently closed and dismantled, and no Pashtun will ever reach a significant military position (General, Admiral) in the Persian Army.

5-The government of Persia will refrain from developing Kandahar (or Kabulistan), will deny any foreign investment in Kandahar without prior Khalsa Raj / Sikh consent, and won't build any building in Kandahar.

6- All the other terms of the comprehensive agreement are still being fulfilled, and Khalsa Raj / Sikh Empire has the right to intervene in Kandahar or in any other Pashtun majority province, including by military means, if any term is breached."

Therefore, the Khalsa Raj officially states and resolves that:

A- The Khalsa Raj considers the agreement to have been unilaterally broken by Persia, and therefore the Khalsa Raj has decided to claim Northern Baluchistan from Kandahar to prevent the lands of Northern Baluchistan to be fed to the illegitimate entity known as Emirate of Kabul

B-Khalsa Raj has decided to claim all lands of the illegitimate entity known as the Emirate of Kabul, which includes the provinces of Kabulistan and Hazaristan.

C- All relations between Persia and the current Khalsa Raj administration (Rajah Kapur Nalwa and Foreign Minister Kapur Bhangi) are to be permanently frozen until the current diplomatic issue is resolved.

It seems that a massive rift has been opened due to the reestablisment by Persia of the Emirate of Kabul that bleeds like an open wound between the Sikhs and the Persians. Let's hope the wound heals soon so it doesn't permanently sour the previously good neighbour relations between the Khalsa Raj and Persia.
