The reforms are argued to have begun with the abolishment of the serfs under Tsar Nickolas I during the the Springtime of the People, but most would agree that it truly started when Tsar Aleksandr took the throne. He first started with the economy with the peasants free, he enacted Interventionism in order to allow the nobles to freely sell land and buy more profitable businesses.
Second, he passed the trade laws while Russia doesn't trade that much. At least we were more open to the idea. Third, was the appointment of the bureaucrats this way people of merit could become bureaucrat and serve the Tsar as nobles would often abuse their positions. Fourth, was the taxes from land based to per capita.
The final reform, was the army model. While some concessions had to be made so that the nobles would oppose the law. The Tsar quickly regressed women's rights to no longer being able to own property. With that out of the way, Mass mobilization had been passed. Which wasn't too different from before, but now peasants could become officers and man cannons or horses.
The Tsar had finished his reforms and was proud of his work. Now Russia stands as a modern model of European laws and base, but the hard part begins now as the economy must now match these laws....What do you mean the world economy crashed?
