It always comes down to religion, dose it not? Otto cannot say he is the most pious of individuals indeed for a monarch such things had passed long ago as a necessity. Yet the people still cared, or at least some do amongst them. Greece was no different in this than in Bavaria, yet perhaps in some ways it was even worse. A people long oppressed by the Turks both for their culture and religion, it is no wonder they are so protective of both.
Now with their freedom gained its clear some would do anything to protect their heritage. Otto himself was a catholic and with his prior ministers attempts to close their monasteries it seems it will always be a problem. He could take any steps he likes in their favour, give them representation, power, wealth, revenge yet he would always be treated as suspicious as he was neither Greek nor Orthodox.
Honestly it was a bit depressing all around for Otto, he fully believed that as a monarch it was his duty to guide and rule his people well, but it seems his religion will always be a barrier to this. So, what is he to do? How must he choose between his religion and his duty to his people and kingdom? How could any man make such a choice? Yet he was not just any man. He was Otto von Wittelsbach. He was a king, and kings made the hard decisions, so others did not, this was the price of rulership. He must make a decision and soon, though in the end was there really much of a choice? The people only want the public appearance of an Orthodox king, it does not mean he has to really believe it, nor does it mean he must abandon any of his past relationships. In truth any future heir would have to be orthodox anyway or this reign would never last, he knew that. No more stalling, no more waiting. Time calls for action and Otto will not be found wanting.
