In December last year De Broglie presented an ensemble of law reform liberalizing the economy and increasing the investor share in the national credit with the goal of helping private investment. While these reforms were interesting to most of the parliament and the electorate, it however came to a surprise that De Broglie was the one to present this reform as he previously favored fiscally balanced policies instead of going into debt to bolster the economy. Another surprise was with whom he was presenting the project, Jacques Lafitte, a political banker who took more the habit to be in the opposition in the last years.
It didn't took long for political maneuver to be denounced and for Adolf Thiers, known for being more favorable to economic liberalization, to try to take over the law, claiming to be better placed to not only present the reforms but also to use them at their full potential. And as the law gathered more support in the parliament, the question which confirmed itself was instead, who will present it ?
Quickly, the debate expanded larger than economic policies, the question of lifting the law of Exile of the Bonapartes was even passed on the parliament, without success. But after many debates, today was to be the final conclusion. De Broglie chose to take the initiative and present it draft today. Thiers will present his own tomorrow, but everyone knows the vote won't be on the draft itself but on who presents it. If today proposition pass, tomorrow one will be considered as null and Thiers will have to get behind De Broglie, but if it fail, it will announce for sure disapproval of the current government and De Broglie would be expected to resign in favor of Thiers
