To the Wealthy of spain,
Spain writes to you as a supplicant.
Twenty years since Vienna failed to hold, and the Treaty of Munich bought Europe a peace, But nothing more. Our treasury on this, certainly knows the difference. Spain's own war, against the Pretender's faction in the north, has left the Crown carrying a debt it has no intention of dragging behind it indefinitely, and none whatsoever of laying across the backs of a people who have already given enough to the fighting.
Effective this year, by order of Her Majesty the Regent and this office, the lands of the Crown and of those religious orders no longer serving the nation productively shall be disentailed and sold at open auction. The proceeds answer the debt. Let no one mistake this for confiscation done for its own sake. For it is this governments converting dead capital into a living treasury, and any man minding its own arithmetic should judge the method on its results, not on its discomfort with the precedent.
Spain remains, as it has always been, open to those with capital and men of good faith who wish to take part. The terms of the auctions are public. The lots are announced. What remains to be seen is who comes to build something lasting upon them.
