To the Republics of South America,
It has not escaped the notice of the Imperial Government, that a new power has arisen in our continent. Not through the consent of the peoples nor the inheritance of a crown, but through the personal ambitions of a single man, Andrés de Santa Cruz, who has styled himself dictator of the Andes, seeking to bind Peru and Bolivia into a single Confederation.
Brazil would not impede her neighbor's sovereign right to order their own affairs, but a union of this kind is not merely Lima's or La Paz's affair. Every government on this content whose borders, whose trade, and whose peace may be disturbed by what such a confederation chooses to become is at risk at falling under its boot.
An unchecked confederation represents a standing question mark over the balance of this continent. Therefore, in the name of His Majesty the Emperor and under the authority of the Regency, the Imperial Government extends an invitation to the governments of Chile, Argentina, New Granada, Ecuador, and any such nation of this continent that share an interest in the question, to convene in Rio de Janeiro on the future and conduct of the Peru-Bolivian Confederation.
In addition, Peru-Bolivia, herself, is cordially and formally invited to send her own delegation to answer what questions her neighbors may raise. What assurances she is prepared to offer the continent in exchange for its patience.
Brazil would prefer to settle this matter by diplomacy, though she will not pretend that the alternative solution is beyond consideration.
