Khorasan, Persia, 1828 · The Shattered Congress

With the removal of Persian supervision in Herat, Kamran Shah, who had relied upon Persian support to gain his throne only one year previously, has begun sponsorship and organisation of the Pashtun, Tajik, Turkmen and Uzbek tribes across the north-eastern border of Persia. At his instruction, they have begun increasingly large raids across Khorasan Province, striking deep into Persian territory.
His support of these tribal raids, taking Persian property and people as loot and slaves back to their own lands, have caused such strife that peasant revolts have risen up in the region, weakening the position of Fath-Ali, Shah of Iran and King of Kings.
Efforts to use the levy guards that make up the current Iranian Royal Army have been less than successful, mostly managing to simply stop the situation from breaking down any further. However, Crown Prince Abbas Mirza has been designated the role, as newly instituted governor of Khorasan, of tackling the issue and turning the Royal Army into a fighting force capable of of restoring order.
